Why don't we just go the whole hog and build the Ministry of Love to nurture all these kids back into full appreciation of how wonderful Tony "Fuhrer" Blair is.

I sure as hell don't think they'd be pin-pointing the children of fraudsters.
I'm sure our illustrious, benevolant leaders mean well, but like many of their ideas of late, (as you put it yourself in another thread Kermit) 10/10 for trying 0/10 in practice.

If they cannot resolve the root causes of why people commit offences, then perhaps the people are left with little choice.
BTW None of those "precautions" will detect white collar crime...
Whilst personally I think these ideas are a waste of time, I'm not sure what your point is that they won't detect white-collar crime. Just because we can't detect all crimes doesn't mean we shouldn't deal with those we can deal with.
If we only restored discipline in schools (the school I went to was complete chaos and discipline of any kind was not even heard of and most of the time teachers did not even turn up to lessons) then we would not have to do things like this.
My point is that more effort is put into detecting "blue-collar" crime.
Just a though, but how many of those issues I raised actually prevent crime?

Please, its made for media bs. You hear the term Al Qaeda publicised repeatedly and ascribed as the source for all acts around the globe which have sprung out of a virtual vacuum shortly before Washington itself ramped up the war machine and yet where are these hordes of terrorists? Do you live next door to any of those names "claimed" (without an ounce of concrete proof ever having been shown to the public) to be part of this vast network? Has anyone bothered to look into any of the scores of Arabic names cited always as "masterminds" (some masterminds if they are so easily rounded up and shipped off to indefinite detention, I must say)?
All in all this is the the same psychological tactic used to make the Soviet Union into the threat it never really was throughout the Cold War by the very same school of ideologues whose political careers were launched and advanced throughout the height thereof.
Now we have a generation who forgets the lies of past generations through which many of us older types lived. Lies that launched prior protracted interventionist policies and were ultimately revealed for the fraud and public betrayals they were all along. How many times will society continue to allow grasping political powermongers to sell them the same previously exposed false bill of goods simply because they package it in a new box and give it a new spiffy sounding name?
It truly astounds me how repeatedly people will even remotely suggest that any form of authoritarianism and infringement of civil liberties can be justified simply because they can't think beyond the populist media filters erected to control public perception.
Turn off the damn BBC/CNN/et al and consider that our own government infrastructures have more than sufficient numbers of eager and coldhearted trained psychotics to generate any number of on-demand events around the globe (bombing here, bombing there, quick phone call to a media outlet to say it's Al Qaeda claiming reponsibility, and voila... just in time for the eveining news - no real investigative journalism or pre-broadcast confirmation necessary nor ventured). It's a self perpetuating scheme for global public acquiescence to crisis-reaction mode policymaking for which the Third Reich or Soviet Russia itself could have only wished.
And let me tell you from professional experience, the defence and security industries are enjoying every minute of this gravy train.

Crime is falling on every barometer. The fear of crime is rising because newspapers like to play on every little incident and make it huge- it's what sells them papers. The Associated Press stable- The Daily Hatemail, the Standard, Metro- are the worst for it; they always report the crime, such as that five-year-old girl claiming to be raped in her home, but never report the good things, and never report things when they turn out to be false. It's very easy to make it look like the world's gone maaaad- the train I was on got stoned last night, and I got showered with glass, but a newspaper wouldn't bother to report that's the first time it happened to me in 15 years of intensive rail travel.

So its all the teachers fault is it?
For this to work though Social Security needs to be split, one half for the helping giving bits and another for the enforcement.
But a wide spread monitoring of all children is a bit bonkers.
I dont think you can judge such a young child.
