As a first time offender before the courts, on a charge of ABH and telling porkie pies, this 12 year old girl got a referral order which includes specified activities including community service and counselling, which will work to get her to understand that what she did is wrong, and will aim to assist her in finding other ways of acting in the future.

So, just because she hasn't been pilloried, whipped and locked up to satisfy your bloodlust for revenge does not mean that responsibility has been taken away from her, or that she has not been punished.

I don't share your bloodlust and don't want to.
