If a person tells u ur not happy, is tht out of order wen u r happy. I only said about nuisance neighbours. And I sed at the end. 'I hate it wen people jump to conclusions'

It seems like your neighbours made an inconsiderate comment - and it's understandable to find it annoying and out of order. It is also understandable to establish boundaries by acknowledging this discomfort.
Can you tell me a little bit more about why that comment made you uncomfortable?

It might be sarcastic or said out of annoyance, but it could be a genuine question, asking if you are happy. Did the manager try to come up with ideas on how he can fix the noise situation? Or mention that he will talk to the neighbours about keeping the noise down? If he did, then he may be trying to fix the situation and wanting your opinion/to know if you are happy with what he is trying to do to fix things.
