Maybe you could give it to him as a best friend, and see his reaction? Valentines day is hard for people, it can be difficult when you have feelings for someone who you don't know if it's reciprocated, it's difficult for those who are going through a break up or a bereavement or have generally lost their partner. Maybe it would be a nice gesture to give it to him and it doesn't necessarily have to be from a romantic perspective, just showing appreciation for him
