A child left to roam is an accident waiting to happen in itself. It does not take any great parenting skills to work that one out.
Im not condeming the kids im condemming the parents, its them who have failed them and its not wrong to point the finger here, lessons should be learned from things like this and if it means educating parents to not be so irresponsible then so be it.
she also made sure i didnt talk to strangers etc etc and was with friends when i did go out

On societies role, even if we weren't responsible for bringing those boys up, and we were, collectivly, we are no responsible for letting them have a second chance. 10, is too young to be responsible for their actions considering their background. They've lost their childhood, their innocense, they'll never get that back, but they can try to have a life now.
More time and energy should be spent on ensuring that parents have access to help when they are struggling.
