There was strong evidence that large parts of Afganistan was used to harber terrorists, and that there was a governmental link to them.
Syria and Northern Ireland are different. Syria is supposed to have terrorist training camps on its land, but whether the government knows anything about it is questionable.
And Ireland did indeed have terrorist on their land, but again there was little to no evidence that the government had anything to do with it.
