Bra fit

How do you decide if a bra is too small, when it doesn't necessarily give you four boobs, but looks like any more growth and it might? Bought one from Ann Summers earlier, bearing in mind it's the first I bought from there, and just trying it on now. Back is fine, as are straps, I just don't think there's any growing room…

my sister constantly has to tuck in her bra straps which look really loose when sitting down, but when she stands up they look taut. But recently when she had to lean to her side to search through a bag on the ground her bra strap just completely popped out from her top and went down her arm. She quickly pulled it back up and tucked it under her top whilst still leaning over and it just fell down again so she had to pull it up a 2nd time. She has them adjusted tight as they go so does this mean she has the wrong size? It seems to be a problem when she drops her shoulders, as she is wearing sleeveless tops a lot it is an annoyance.
