a) Paying the immigrants benefit keeps them alive until they find jobs and stabilises demands. modern immigration has been beenficial to the UK economy, thus welfare has been increased.
b) Yes immigration can reduce the wage rate. As has been mentioned though there are other determinants beyond supply and demand. More NHS nurses (many of whom immigrants) do not reduce the nurses wage for example.
The lower employment and wages of the lower skilled in industrial economies in recent times is generally thought to be due primarily to skill-biased technological change, not to immigration.
Also minimum wage and other labour laws, and trade unions etc, prevent the kind of wage reductions you might condsider form purely market forces.......

High living standards?
Technological progress?
Art?
Culture?
All these things are transitory.
As whowhere has pointed out if we go back to a certain time then African civilizations may be considered superior on all these maesures, another time Arabs, another time Asia, another time America.

All civilisations are transiatory, throughout history great civilisations have come and gone.
The Greek empire,Egyptian Empire, Roman empire, Zulu Empire, Spanish, French, British, Germany's attempt and now the makings of an American one.
All those civilisations have left a lasting mark on the world in some form. The Greeks brought art and culture, Egyptians brought construction, Romans pioneered technology, The British pioneered everything else, and the Americans are pioneering the best way to kill someone.
At it's height the Zulu nation was one of the most powerful, but on a continent with one nation there is little need for technological advancement.
The Zulus could hold the populations through fear and strength.
Europe on the other hand was a hotbed of technology, all of it linked in some way in killing our neighbours.
