Well manufacutring trends don't tell you a lot, the bulk of British trade has always been in services, primarily financial services and capital exports........

But surely differing tax structures allow a nation to deal partly with the problem you highlight of less than full convergence. Different tax could help deal with the different situations you highlight in Ireland and Germany, why do they 'nee'd to be the same'?

The aim is in the LR for the same tax structure but in the period of adjustment and convergence different strucutures can help smooth the economy..........
