In Luton, where i'm from, there are two colleges. One is a 6th form college that deals with purely acadmeic courses. Then there is a technical college that deals with all the practical type courses. I've seen this echoed in many towns that i've visited and i don't think there is a lack of pactical courses available to people.
It's about finding what people are good at rather than trying to pass them at something their evidently not. This "deffered success" is utter bollocks though, it really is. It's not a reflection of the real world at all.
