Dunno if it's true but I do agree with it

TO THOSE OF YOU NOT FAMILIAR WITH JOE ARPAIO, HE IS THE MARICOPA
COUNTY SHERIFF( ARIZONA ) AND HE KEEPS GETTING ELECTED OVER AND
OVER AGAIN.

These are some of the reasons why:
Sheriff Joe Arpaio created the "tent city jail" to save Arizona from spending tens of million of dollars on another expensive prison
complex.

He has jail meals down to 40 cents a serving and charges the
inmates for them.
He banned smoking and porno magazines in the jails, and took
away their weightlifting equipment and cut off all but "G" movies. He says:
"they're in jail to pay a debt to society not to build muscles so they can
assault innocent people when they leave."
He started chain gangs to use the inmates to do free work on
county and city projects and save taxpayer's money.
Then he started chain gangs for women so he wouldn't get sued
for discrimination.
He took away cable TV until he found out there was a federal
court order that required cable TV for jails. So he hooked up the cable TV
again but only allows the Disney channel and the weather channel.
When asked why the weather channel he replied: "so these morons
will know how hot it's gonna be while they are working on my chain gangs."
He cut off coffee because it has zero nutritional value and is
therefore a waste of taxpayer money. When the inmates complained, he told
them, "This isn't the Ritz/Carlton. If you don't like it, don't come back."
He also bought the Newt Gingrich lecture series on US history that he pipes
into the jails. When asked by a reporter if he had any lecture
series by a Democrat, he replied that a democratic lecture series that
actually tells the truth for a change would be welcome and that it might even
explain why 95% of the inmates were in his jails in the first place.
With temperatures being even hotter than usual in Phoenix (116
degrees just set a new record for June 2nd), the Associated Press reports:
About 2,000 inmates living in a barbed- wire-surrounded tent encampment at
the Maricopa
County Jail have been given permission to strip down to their government-issued pink boxer shorts.
On Wednesday, hundreds of men wearing pink boxer shorts were
chatting in the tents, where temperatures reached 128 degrees. "This is hell. It feels like we live in a furnace," said Ernesto Gonzales, an inmate for 2 years with 10 more to go. "It's inhumane."
Joe Arpaio, who makes his prisoners wear pink, and eat bologna
sandwiches, is not one bit sympathetic. "Criminals should be punished for
their crimes - not live in luxury until it's time for parole, only to go out
and commit more crimes so they can come back in to live on taxpayers money and enjoy things many taxpayers can't afford to have for themselves."
Wednesday he told all the inmates who were complaining of the
heat in the tents: "It's between 120 to 130 degrees in Iraq and our soldiers
are living in tents too, and they have to walk all day in the sun, wearing
full battle gear and get shot at, and they have not committed any
crimes, so shut your damned mouths!"
Way to go, Sheriff! If all prisons were like yours there would
be a lot less crime and we would not be in the current position of running out
of prison spaces.

    Indeed, treat them like scum, they arent real people are they, why not just kill all criminals, that would work.

    They're not being treated like scum. They're being treated like people who don't deserve much luxury.

    I know people who have been in or are in prisons in the US and trust me they are uniformally treated like scum, the prison system goes out of its way to make the treatment as unpleasant and nasty as possible.

    And whether or not you feel its just to treat criminals like this unless you put money into rehabilitation it doesnt work - the US keeps putting more and more people in prison yet its not getting any safer.

    Well, as I said, that was a first glance. I've not studied the matter or anything. What I'm saying is that, indeed, I see no reason for them to have cable TV and all the rest that "article" mentioned, and also think it's a good thing to make them work for other people's benefit. In that sense, this (hypothetical?) sheriff sounds right.
    As for "it doesn't work", one could argue that it doesn't because there aren't more prisons like that one. :p

    Its interesting that he makes no mention of rehabilitation, no mention of re-offending what so ever, I'm guessing its not a concern.

    And these prisons really arent massively different from any other high security ones in the US, except they are in tents, I'm guessing he just likes to talk tough.

    However I'm sure Stargalaxy will agree with this, he's said in the past that criminals should be tortured.

    I think the lack of air conditioning is wrong though but I do believe in a lot of what he says. It would be very much a deterrant!

    Well the people I know that go to jail, have been in various times through their life. My ex was in and out for years and he went whilst we were together. The general feel is that it's not a great place, they miss home badly but that doing bird isn't that hard. My ex used to write to me saying "it's not so bad, I've got hash to smoke, tunes to listen to, I can watch what I want on TV, don't have to do proper work and I don't need to cook!" We have since split but he was in prison every time for violent crimes and I often wondered if prisons were a lot harder, would he be less likely to commit such crimes. The crimes he did were quite horrible, I don't think he deserved all that luxury. But then, there are crimes that I don't think should be crimes, I don't think they would deserve prison like the one in question.
    So yeah, I do see your point. I'm now in 2 minds, some peopel deserve this kin of prison, some don't but everyone's view on what's deserving is going to be different.

    I think prisoners should work. Like doing their own cooking and laundry, or having to study, Doing GCSEs A-levels etc. or apprentiships. I think having skills when you come out of prision would probably lower reoffending rates.

    I dont like the idea that its just "criminals" as in someone who commits a crime and ends up in prison. ALL SORTS of people end up in prison for minor crimes - Vicky, its not as if youve never broken the law yourself - would you feel you deserved this treatment too? I dont think I would even though ive definitely broken the law many times.

    I agree with the sheriff. Prison shouldn't be a holiday. But for minor crimes, we can make people do community service. Vandals can be made to repair damage made. Litter louts can pick up rubbish. Thieves should be made to live in tents wearing pink boxer shorts and also to recompense the people they stole from. I firmly believe that the punishment should fit the crime and it should also offer better compensation to the victims. If criminals could see what their victims have to go through (cleaning grafitti, etc.) they might be less inclined to reoffend.

    As one of the more right-wing members on the boards, it'll be no surprise for you to discover that all this is music to my ears. Why can't Britain run its prisons like this? It's no mystery. Because we have greedy lawyers and criminals going to court (funded by Legal Aid, naturally) to use the Human Rights Act (which seems to place criminals rights ahead of their victims) to allow prisoners access to hardcore pornography. Oh, and because we have a bunch of soppy liberals running the system. Infact, last weekend, I heard a story that prisoners could soon receive free Internet access. Where the hell do they think they are - The Ritz?

    What a stroke of genius. It's high time Britain changed its system so that we elect "governors" to run our prisons. That way, criminals might actually be treated like criminals, and we might even see confidence in our "justice" system restored at long last.

    By now, I'm pretty sure that Lefties everywhere will be fuming with rage, so I'll leave it at that for now...

    What is the reoffending rate under him?

    Some of it seems cruel (not a great fan of chain gangs), but to be honest making that the only TV available is Disney and forcing them to wear pink underwear doesn't strike me as wrong and whilst jails should have a rehabilitation function they also need a punishment function.

    The crime rates from the 2004 Maricopa county reports -

    (all per 100,000 of population)

    violent crime

    2000 - 560.4
    2001 - 566.5
    2002 - 572.1

    Property crime rates (highest of any LA county)

    2000 - 5,644.8
    2001 - 5,860.3
    2002 - 6,274.6

    From the 2004 Maricopa County 2004 Annual Report of Community Indicators

    Both the values above show an estimated crime reduction in 2003 - but then what government or council document wouldn't claim that? I've not included them here as they are speculation.

    I think charging them for their meals is fair - why should we have to pay to feed them?

    Also prisonors normally get cable in jail?!?!?! We can't afford cable and we're bloody law abiding citizens. Ish. Bastards!

    Those who think jails in this country are so great are kindly adviced to spend some time inside and check it out for themselves.

    Certainly if I believed prisoners had it so good, with their TVs, gyms and access to the internet, I'd be trying to get myself incarcerated!

    I've been inside a prison and it did have TVs, playstations and gym and basketball court/football ground, and a college. Still wouldn't say it was 'nice' though.

    well the mattresses were really thin and most shared cells and had minging toilets in the corner with no door separating it from the sleeping area.

    The whole prison smelled of cabbage too.
