help from people who know about fabric/types of 'yarn'

ive found a dress thats made from 55% Ramie, 45% Cotton.

Would it dye black with a normal dylon washing machine dye? Or would this "ramie" stuff resist it and make it go grey? (its currently cream coloured)

It should take fine. Ramie is a natural fibre, so it should act similarly to cotton. I think the dylon dyes list ramie on their 'can be used on' list, anyway.
