For those of you who read the first Birt report into the drug market (see below if you havent) you will know it highlighted the total and absolute failure of the drug law to get anywhere near solving the problem.
The second half has now been released, into what can be done to solve the problem. Obvious things being heroin on script, legal supply...that sort of thing? No, lots of forced treatment, what a good idea, shame its not what works.
