As for Salvia, it's not a drug that can be abused...do you see someone taking salvia everyday, never mind once a week. Simple as.
Caat? Never heard of it.
Mushrooms were legally sold because of a legal loophole, which didn't prohibit their sale if they were unprepared. As soon as they were prepared they were Class A. LSD wasn't legally available.
Drugs are illegal for various reasons. People and governments have vested interests in keeping them illegal - moral fascism, people with influence profitting from black market profit, governments using misinformation and lies to create a hysteria which they then use to gain votes - "drugs are bad, they threaten society, vote for us to keep your children safe" - and general stupidity and general misunderstanding.
