Why Does USB 2 Speeds vary?

I've got a 400 MB Seagate HD in an external USB 2.0 casing.
On my Laptop with a PCMCIA to USB 2.0 card it give me a write speed of 7mb/s
on my Asus Terminator with a PCI to USB 2.0 card it give me about 5mb/s
With my HP Server which had USB 2.0 built in I get a 26mb/s write speed
Any ideas?
Obviously I want the first 2 to be quicker!!
All were tested using DrHardware Benchmarking

that is the question
Everything in the PC world is dodgy, things are never what they are quoted on the box.
It sucks spending money on such a beefy drive and having to wait upto 5 times longer for stuff to transfer the PC's I use the most compared to the one I use the least but happens to be quickest (but damn loud in comparison)
