Part time plumbing/electrician courses

anyone know if its possible to do a plumbing or electrician course for a beginner part time?? if so how long does it take before being qualified to practice, its something im thinking about seen as im getting nowhere with my current qualifications, was thinking maybe do that for a few years then setup on my own etc... any suggestions??
