My computer has a problem shutting down. I click shutdown and it goes to shut down but it never.. well rarely turns off, the fan always seems to be on and the HDD never turns off although the monitor does, any ideas what it is?

Check what programs you are running, especially the ones sitting in the tray by your clock. At my workplace, we have a problem with Dragon Naturallyspeaking 7. If that's still running then the PC will not shut down the first time you instruct it to. If you close Dragon then it will shut down properly. It may not be the case with you, but Dragon is just as example.

shouldn't be though and it doesn't come out of it,

I also make it common practice to shut down all programs on my computer apart from explorer and systray

Try closing the network services so it forces a shutdown?
