    Do you mean PM tracking on here or on e-mail systems?

    I used to send out important e-mails as registered e-mails which means you can tell when they have been opened. But the person receiving it can tell you've registered it so it's not an invasion of privacy. That way if they haven't opened it and if it was something important like a meeting they have to attend you can tell and then phone them or attempt to contact them in another way.
