Computer Prob- Windows Installer?!

Dont know how many comp experts are in here but heres hoping at least one can help me out 
My bro has just reinstalled everything on computer with backup disc and now when we try and install or uninstall things we generally get an error regaring the windows installer. Something like it failed to work as I am in safe more or the windows installer didnt install properly. I am not in safe mode so dont know what to do!
I have version 2.0 so cant upgrade or install the current version to try and sort it out so basically am screwed about what to do!
