I don't get that saying. Can someone please elaborate???

Take cars for example. Some people find the Citroen 2CV, or the Volkswagen Beetle, to be ugly, while others think they're cute and adorable cars. Beauty is in the eye of the beholder with them. It means that what one person doesn't like, another does.
Of course, when talking about people, there's more to it than just looks. There's personality too. But that's another matter, and brings the saying "Beauty is more than skin deep" into it.
