Hypothetical ethical dilemma

Suppose that there is a small community that you belong to, and a single leader needs to be elected. There are only two candidates and there can't be a third.
One of the candidates (John) is a person who discriminates against nobody, but you know he probably won't make a good leader -not out of evil will, but just because they don't have what it takes.
The other candidate (Walter) is someone that you know would make a great leader for this community, but he is racist against black people (or could be homophobic, or sexist, or anything else like this. racist is an example).
You know for a fact that there are no black people in the community, and (for some reason that's not important here) there never will be.

So you have to decide between these two, no third choice. Who would you vote for?

I hope I explained the hypothetical dilemma well.

EDIT: You can't stop Walter from being racist, but neither can you make John a better leader.
