When a federal employee steps over the line you can chop at his or her toes with a complaint which names them and their conduct which offends the US Constitution.
Simply write a letter addressed to:
Merit Service Protection Board
US Government
Washington, DC
and request the appropriate forms for fileing a complaint with the appropriate Inspector General.
Clearly state your complaint and describe the offending conduct...and send copies to your representatives...no matter what party they are from~!
It cost almost nothing to make such complaints...do try to be original and correct! They have to answer to them and will be investigated......if ENOUGH complaints come in action has to be taken...it can be anything from a repremand to having to explain themselves before a US Grand Jury...or Congress!
These are the cheap effective legal tactics that anyone can use without cost...just don't make things up which you know aren't true (lie).

I suppose I will bear in mind your bizarrely random advice for the next time I wish to formally complain about a federal employee in a country which I have no association with. Muppet.
It is a level of communications that drives ruling authorities wild...communications is the key to command and it is out of control...and they, US, etc., don't know what to do about it.
This provides a tool and nothing more!
