Do we agree that sometimes it works, India, Japan, Germany, Italy and sometimes it doesnot, Iraq up til now, Nicaragua(sp?), Korea/ a bit ify, Vietnam.

Nicaragua was a peaceful country under the Sandanistas. It was The United States that made it a violent and dangerous place by funding and arming the Contra guerrillas who carried out massive numbers of atrocities and acts of warefare against the Nicaraguan state! The Contras were also incidently funded by drug money with the CIA helping to smuggle cocaine into America and then sending weapons back in return to the Contras!
None of the cases you cited were remotely related to "nation Building" but rather geo-political manipulation and/or economic control over resources, countries, or regions.
Nation building is a constructive effort aimed at improving infrastructure, providing economic stability through multilateral frameworks, and establishing the foundations of financial liberation and social justice for the general public. Not one of our strong points as evidenced by our prior support for oppressive regimes throughout the world, and more recently the invasion of Afghanistan and subsequent disregard for the many problems remaining or re-emerging in the aftermath.
