Contractor won't give me a P60

I am self employed but have worked for the same contractor all the tax year,the contractors accountant has refused to give me a p60,is he obliged to?.

I just noticed that you hadn't had any replies - might be because your question is pretty specific so unless someone else has been in the same situation they may not know the ins and outs of what to suggest here.
