Roots or highlights first?

I'm just about to sort out my crazy hair (black with vivid green stripes), I kind of want to refresh the black but I don't think I'm going to be able to do it without foils, so I'll leave that this time, but I do need to do my roots. Should I do my roots first, or my hightlights?
I've googled it, and most people have said roots first, but do you just miss out the highlighted sections and then put the colour all over as it's only going to catch on the bleached bits?
