My landlord wont fix the hotwater system

I live in a shared house with 3 others and we have constant hotwater and heating problems. The hotwater runs out after one person has a 10min shower and the heating element in my room is barely hot that Ive had to buy an electric heater just so I dont freeze in winter. :crying:

Our bathroom and toilet leak so bad that it has gone through the floor and drips into the kitchen below. There is damp and mold on the roof and floors and the place has started smelling a bit too now.:eek2:

We have told the landlord many times about these problems and he always says he is sending someone around to fix it but noone turns up or he turns up and just does a patch-up job that only lasts a few wks.

All of our housing contracts expired months ago so we dont know what our rights are for getting the landlord to fix things.

Are we allowed to withhold rent until he fixes things? Thanks.
