Imagine two people, John and Jane. They live in different countries, but often chat to each other through the internet, both using webcams.
Then one day while they're chatting, someone climbs in John's house through the window, shoots him and leaves. Jane has seen that through her camera, and she is the only witness (no one even lives close to John's house).
If Jane was living next to John, what she'd have to do would be to call an ambulance (as John is unconscious but not yet dead) and the police. But as she lives in another country, what is she supposed to do?

or record the video and stick it on youtube
Keep the evidence for the police to collect (once you have called them). Evidence as crucial as this is best left for the police to handle. Why get involved? You could become an accessory to the crime, or if the killer sees his image on YouTube, choose you as his next victim out of spite for recording his crime. Give the police authorities the webcam stuff and stay well low.

If the police collect the evidence then the prosecution will have it anyway!
the call handler would then take the appropriate action.
