Postal Voting

Can any one advise me what the protocol on this is:

I am due to be away on the date of the upcomming mayoral elections so i contacted my local council to ask for a postal voting form, so that i could ensure that my vote was cast as it were.

Only to be told by them that they are not sending out the postal voting forms until less than a week before the actual elections - giving voters only 2 or 3 working days to cast their vote in time and importantly for me - after i will have gone on holiday...

What about using proxy vote, where someone goes to the Polling Station on your behalf...?

I had this problem with my local election last year, there was no hope of the form getting out in time for it to clear the uni mail system and then for me to post it back in time.

Proxy seems about the only reallistic option.
