If a large high street store does not have disabled toilets are they breaking the disability discrimination act?

Anyone, feel free to correct me if I'm wrong... the DWP site doesn't help much lol.
Have you checked that there isn't a cubicle designed for those with disabilities within the 'nomal' loos? In a lot of places there is a larger cubicle with handrails etc in there.
There probably is a disabled staff toilet, but it doesn't mean there has to be a publically accessible one. If the shop doesn't want its customers to pee, it doesn't have to let them, whether they are disabled or not.
is this the law? or just guidelines?
theres no chance in hell anyone in a wheel chair could get anywhere near the offices by me, theres stairs at all sides of a mezzanine floor.
our building is part owned by the council still and therefore get inspected every 12months etc...
and not once in the 3 years i've been here have they recommended any changes, so it must not be an enforced law just a recommendation or something.
sad thing is however, we're unlikely to ever have any disabled people working here anyway...
