is for when the spermicide stuff inside will 'expire', or something to do with the materials? are they rendered completely useless after the expiry dates?

Rubber degrades with time, and needs a certain amount of protection which it gets from the packing, which gets less effective as time wears on.
I wouldn't use a condom that was past the use by date, or less than a few months near it. I don't think it's a risk worth taking. Condoms are hardly that expensive, and plenty can be had for free if you know where to look. (for example, TheSite.org has run several competitions in the past where they were giving away condoms as prizes)

They'll tell you where you can get them from (or possibly even do a 'free of charge contraceptives prescription) but they don't give them out.

getting a prescription for condoms means you can get them free at any GPs
With a prescription you get them free from a pharmacy, not the GP!

There may be a way of getting them free which your GP plays some part in, but you can't walk into all GP surgeries and get them (like you can sexual health clinics).
