I think that the best advice you could get would be from your tattoo artist. They could work with you to create a design which would best cover up your scars.
I think it entirely depends on your body and whether the damaged skin will reject the ink. In the mean time, whilst waiting for a tattoo you could perhaps try using some bio oil on the scars?
