The telephone counselling

Does anyone know why the telephone counselling are not taking on any new refferals? The message that says its not taking on any new refferals due to high demand seems to have been up for a very long time! Has someome forgot to change it back?

Just a quick update on this. Phone counseling should be re-opening referrals in a couple of weeks (mid-August)
