By that are you trying to suggest Iraq, because for about the 822nd time I'll post the table of arms sales

    http://en.wikipedia.org/wiki/Arms_sales_to_Iraq_1973-1990

France sold 25 times more weapons to Iraq than the US between 1973 and 1990 and the USSR sold 150 times more weapons to Iraq. The UK's figures are soo insignificant they aren't even included. If anyone was showering Saddam with arms it wasn't the US and UK.

Of course there's more than conventional weapons. There is, for instance, 'unconventional' weapons- the very weapons for which alleged existence we justified embarking in an illegal war and occupation of the place.

There is also intelligence about third countries and support on target assignation that can be given by spy satellities and/or advisers.

Not to mention public support during times of war against said third countries.

Guess who gave all of those.
