i think so, and with a thing like it has to be a 2/3 majority to get through

It would over ride anything we wrote and put into law here.
well thatd only affect a bill of rights, for a constitution it wouldnt have too much effect, like trial by jury isnt part of it, when that could be included for example
thats why im defeintly for a eu constituation, but not one as we see at the moment which is all legal mumbo jumbo, it should just say "the eu has this power, and this is how the eu will vote on it, and nation states have these powers, and these can be implemented in anyway as long its democratic by the countries judicary, and if necessery the european courts"
In practice though they offer no protection at all because they are applied unevenly if at all.
What you get in practice are things like the "patriot" movement in the US. From the governments POV they aren't a good thing because they so obviously have to violate things like the "bill of rights" just to do their day to day business. People put up more of a struggle if they think they are entitled to something.
As far as waking the average citizen up a bit into just how much shit goes on in his or her name, I think they are a good thing.
And become the 51st State presumably...
