It doesn't go over when erect but if you pull it back it will stretch over the head but it don't stay there if you let go.

Yeah, gotta pull it back. When mine is erect, it normally stays just under the head until I pull it back over or until it goes down.

I think it varies from person to person.

whatever you do dont pull the skin back too far or whoopsy there goes the fellas banjo string.....then he'll need to go to the docs and get it stitched back together.
