    Late answering your question @Past User, but it depends on the context.

    In a strictly political way, a puritanical fascist would be someone who is dedicated to fascism.

    In the article above though, it sounds like Kenny is jokingly comparing his parents to fascists because they never let him have any privacy, because a common feature of fascist governments is secret police or a modern surveilance state where someone is always watching you. 👀
