Benefits sanctions should affect an individual, not other people with separate claims. Income Support sanctions shouldn't affect your Housing Benefit claim, but if the person being sanctioned is making a claim, they should contact the council to let them know that Income Support has stopped because of a sanction.
Our page on JSA sanctions should give you more information: http://www.thesite.org/money/benefits/jsa-sanctions-9197.html
And we have a dedicated thread for benefits questions if you have more in the future.
I hope that helps, and that your son manages to attend his appointments, and to find some work. Do feel free to point him our way if he would like some more support - we have a good community here.
