what does this saying mean?

Isnt there a saying that goes, "I held the gun, you pulled the trigger"?

wht does this mean, and can someone give me a situation in dating or relationships pointing out who "held the gun" andwho "pulled the trigger" ?

    I guess it can refer to a situtation where both people (or perhaps more than 2) have the ability to change somethingfor better or worse (ie. having the gun) but only one person 'pulls the trigger' and actually does something about it.

    I guess it can be in both good ways and bad ways

    I've never heard of that saying and I watch loads of emotional talk show type programs

    To be honest I was having a discussion about a relationship I would try to leave gun connotations out of it.
