    The people were wearing rubber wellies, the horses had iron horseshoes - so whilst its still a stroke of bad luck its not as weird as it appears...

    Horses are also more sensitive to electricity than humans are. Some of the horses' handlers did feel the current, though it wasn't enough to harm them (probably because of the rubber wellies, etc).
