  Jailing people is a huge industry in the US, many states cant afford for the prisons not to be full - too many of their voters earn money from looking after the inmates.

  Yep, studied the convict lease system there a while back. It was an industry promoted by local government. They would make very harsh laws so people, (mostly freed blacks) could be arrested then once in prison they would sell them onto the coal operators so they could work in the mines. A form of slavery after slavery had officially ended.
