wavy perm

my hair is naturally thick and has kinks to it but they're not nice stylish but make my hair seem puffy. i really would love a wavy perm like evangeline lilly has int he pic whats the best way of going about it? do they do a perm that can create waves like that?

    i think its called a demi-wave and its not permanent? but i may be wrong

    Her hair is most likely tonged, or set in rollers. I highly doubt that she'd have a perm.
