    are those measurements of the cloth of the dress or the size person they're supposed to fit? a waist 29 person would want the garment to measure 31, i think.

    if you take it to a bridal shop they'd probably do a good job. They are used to altering boned and satin dresses :)

    any decent bridal shop or sometimes even dress stores on permanent markets can do alterations.

    Alternatviely TKMaxx has fantastic dresses, they always fit me spot on.
