I have just been driving home, and on the motorway slip road a cat has been runover. Who do I call to tell them?

No one. Eventually it'll just be mashed into the road like other roadkill.

You could call a local vets and they will advise you what the best course of action is. The cat might be tagged in which case they can possibly find out a contact telephone number to contact the owners on.
