Set date for elections?

I was just wondering everyone's opinion. Is it fair that the party in charge can choose when to have an election (inevitable when opinion polls are in their favour), or should there be a set date that everyone knows about well in advance?

    Set terms are quite common elsewhere in Europe and the world ...

    Is it fair? Well, it's fair in that any party who has the opportunity to use this process (if and when they are in power) can take advantage of it - but it certainly is frustrating for the voting population not to know when they will have the chance to kick the government into touch apart from the final date on which elections can ge held (e.g. John Major's last election in 1997).
