Can you do a print screen and show what you mean by not being able to change any settings?

No a print screen of the bluetooth settings box which should be in your control panel?

i cant believe you cant turn discovery on , the option DOES look clickable tbh

Does it let you tick it and give you an error or just not at all.

I was also expecting a "bluetooth radio's" section in device manager which you seem to not have

Probably a dumb question, but are you sure there isnt a switch to enable/disable bluetooth? perhaps a bluetooth logo printed onto one of the keys on the keyboard, or a physical switch that you have to push/slide to enable it? Some laptops 'ave em

Yeah, I have to push a button to turn my wireless network on. Took me hours to figure it out, and since I had no internet access I couldn't even come and ask on here
