No, not the C.P. kind :p
Tory peers were allowed a free vote but the Liberal Democrats supported the government, whose Labour supporters were whipped to attend and vote.

What is a whip, and what do they do ?

    They are there for kinky sex with the MP's. Shame they aren't that hot really.

    Essentially they keep the party inline and tell them what to vote for on an issue. Sadly they don't actually whip MP's. But oh well.

    They're there to make sure that MPs follow the Party line.

    Interestingly enough there are some civil servants who work in the office of Opposition Whip - they're the only civil servants who don't work for the Government.
