Council Tax

My friend has just graduated from uni and now has the fun time of sorting out council tax. Because she lives with a student she'll technically the only occupant. But how does it work in rented property?

Is the landlord liable for half and her part of the rest or what?

    I thought that council tax was part for having a property, and part for living in it. So surely the landlord pays for the property existing?

    Yeah - some places you can rent and the land lord will include the council tax in the price... But the last two places I have rented we have had to pay it all.

    out of interest, what effect does a low income have on the cost?

    You can claim council tax benefit if it's low enough.
