Not sure if this should be in entertainment or here but for those who havent seen this film:
its set in the future where crime no longer exists thanks to a group of people who can acurately predict criminal events so a special policing force can stop them from happening.
The story focuses around a man heavily involved in the 'pre-crime' unit, the police force that arrest people before they commit their predicted crimes. He finds his own name on the list of people soon to commit crimes saying he is to murder someone so the film follows his attempted escape from the system he helped to enforce.
Say this scenario was to appear in the future and the unit are 100% sure the person is going to commit the crime, but that person hasnt actually done the deed yet.
Do you think they should be arrested before they've commited the crime or not?

It's a tough one, I'd arrest that person and put him in a rehabilitating program so they don't try to commit a similar crime in the future. Persistent offenders would be arrested and imprisoned.

Nope.
Some old classical theorists of Criminology used to say that everybody is deviant by nature but it depends on factors and circumstances whether they will ever trigger their deviant switch.
Basically they are saying that everyone has got the potential to be a criminal.
I think the film is cool, by the way.
It depends what it is, if they are about to set off a bomb or kill someone then arresting them afterwards is a little silly.
But if its a drug deal or a jewel theft then afterwards would be better.
