Accessible web sites?

How would one go about making sure a web site is accessible to blind people? I know there must be specialist software that a blind person would use, but is there anything more a webmaster can do?

    Where you have pictures/images, make sure you use an image tag (I think that's what it's called) to describe what/who is in the picture.

    I think that the RNIB have an entire web team who should be able to help you.

    Most blind people will either use

    a) Large Text Font Size to view a website if they have some residual sight
    b) A piece of Software called Jaws which turns text into spoken word so that they can hear the text.
    c) Or a piece of exquipment which turns text on the screen into braile so they can read it - this is particully useful if you are deaf as well as you can't hear JAWS.

    I think in general lots of pictures and frames are bad. For people who have low vision rather than being totally blind - then using a few contrasting colours make the website easier to read - for example white text on a yellow back ground is hard enough for me to read let alone someone with low vision.
