phone vs charger

I'd be greatly appreciated to anybody who aswenrs. I recently bought a new phone, its the same crappy phone I owned before, a Samsung t309. I plug it into the wall charger and it charges for about 3 minutes and stops. It will show full charge until I actually use it, or let it sit for five minutes, then it goes down to one bar and "battery low" withing about 10 minutes. I plug it into my car charger and it will charge the full 30 minutes I'm in there.

Now I know car chargers charge alot slower than wall chargers. (Or at least all the ones I've had experience with) So I'm wondering, is it my battery/phone that is faulty? Or is it possibly the wall charger that is?

Its a brand new phone and charger so I'm trying to get the general opinion before I go into the store. I hate going into places totally ignorant and at least like to have an idea.

Thank you anybody who actually offers advice :)

I'd say if it does sucessfully charge whilst in the car, it'd be the wall charger that is fuckerooed. Just tell the shop people this and they might just replace the whole lot if you are lucky. :D

My money would be on the wall charger though, but I am no phone expert.
